Global caps are part of emission control and payout safety.

#Public Behavior

1. Payouts are gated by active cap policy.
2. When caps are exhausted, payout is blocked until the next valid window.
3. Cap updates are governance/operations controlled.
4. Caps apply at the shared rewards layer, independent of which game produced the scorebank delta.
